    We recently had the chance to spend time with David Greaves and Vesa-Matti Hartikainen of Jolla and take Sailfish OS for a spin. As you might recall, this open source mobile OS builds upon Mer (a fork of MeeGo that includes Qt) and uses the Nemo framework with a custom UI. Like any decent Linux-based OS, it supports both ARM and x86 devices. The company is also behind the Sailfish SDK which is in the process of being finalized but is still open to developer feedback (the source code is available). After seeing Jolla's various demo videos and noting some UI similarities with MeeGo (swipes) and strangely, with BB10 (peek gestures) we were eager to experience Sailfish OS for ourselves. If you're wondering why the mobile OS is usually shown running on Nokia's N950 developer handset, that's because Jolla employs many ex-MeeGo engineers, so the OMAP-based phone was a natural fit. We were first given a walkthrough of Sailfish OS, then allowed to play with it. Many apps are still being worked on (and some are still off-limits: we got in trouble for launching the camera), but what we saw was pretty solid.     France's 75 Percent Tax On The Super Rich Smacked Down By Country's High Court

    PARIS -- Embattled French President Francois Hollande suffered a fresh setback Saturday when France's highest court threw out a plan to tax the ultrawealthy at a 75 percent rate, saying it was unfair.

    In a stinging rebuke to one of Socialist Hollande's flagship campaign promises, the constitutional council ruled Saturday that the way the highly contentious tax was designed was unconstitutional. It was intended to hit incomes over (EURO)1 million ($1.32 million).

    The largely symbolic measure would have only hit a tiny number of taxpayers and brought in an estimated (EURO)100 million to (EURO)300 million - an insignificant amount in the context of France's roughtly (EURO)85 billion deficit.

    Prime Minister Jean-Marc Ayrault was quick to respond, saying in a statement following the decision the government would resubmit the measure to take the court's concerns into account. The court's ruling took issue not with the size of the tax, but with the way it discriminated between households depending on how incomes were distributed among its members. A household with two earners each making under (EURO)1 million would be exempt from the tax, while one with one earner making (EURO)1.2 million would have to pay.

    The French government approved the tax in its most recent budget, amid criticism by some that it would do little to stem the country's mounting fiscal problems and would drive away the wealthiest citizens. Hollande's popularity, meanwhile, has been tanking as the country's unemployment continued its rise for the 19th straight month.

    In recent weeks, Gerard Depardieu ? France's most famous actor ? announced his intention to turn in his French passport and move to a village in a tax-friendly Belgium.

    Why Are People More Scared of Facebook Violating Their Privacy Than Washington?

    How many people has Facebook put in jail, folks?This morning, Matt Welch took note of the Senate?s bipartisan effort to stop amendments to the FISA Amendments Act of 2008 that would make the domestic surveillance program more transparent and require compliance with the Fourth Amendment. ?(To follow up on Welch?s notes this morning, Sen. Ron Wyden?s amendment was indeed defeated and the act was reauthorized unchanged in a 73-23 vote.)

    The traditional media response to the reauthorization battle has been remarkably nonexistent. As I was managing my shift updating Reason 24/7 yesterday afternoon I was learning the outcomes of the votes not from the Associated Press or anything that popped up on my Google newsfeed, but from tweets from the likes of Adam Serwer of Mother Jones or Julian Sanchez of Cato.

    There?s currently nothing on the New York Times web site about the votes (either yesterday?s or today?s). The Associated Press wrote a story about the House?s vote in September but nothing yet from yesterday or today. The Washington Post did post a story this morning. A Google news search will land hits with mostly tech or web-based media outlets.

    Compare the lack of response to the way people react to privacy breaches connected to Facebook or Twitter. Media outlet after media outlet carried reports about a private picture of Randi Zuckerberg, Facebook founder Mark Zuckerberg?s sister, accidentally being made public somehow through social media channels. And how many of your Facebook friends posted that silly, pointless ?privacy notice? on their walls?

    The easy response is to blame the media for not keeping the public informed. And while Congress? and the Obama Administration?s palpable disdain for both the Fourth and Fifth Amendments should horrify all Americans, it should be fairly clear by now that maybe it doesn?t for large swaths of people. Media outlets are responding to their respective markets. Those who are covering FISA are doing so because their readers have expressed an interest.

    The degradation of the Fourth and Fifth Amendments is an academic or theoretical matter for so many people and often lacks a strong human narrative to draw public outrage. Indeed, the very secrecy behind the application of federal domestic wiretapping has made it impossible to introduce a human narrative. We do not even know how many Americans have been spied on due to these rules (which was what Wyden?s amendment was trying to fix). Like our foreign drone strikes and indefinite detention laws, the public?s distance from the actual rights violations (and government-fueled fears of acts of terrorism) is a useful barrier for the state to get away with expanding its authority beyond the Constitution?s limitations without significant voter pushback.

    Whereas, just about everybody?s on Facebook. Facebook?s privacy systems affect them directly every day, and they see it. So Americans are furious that Instagram might sell their photos, while shrugging at what the federal government might do with the exact same data.

    This grasp of managing outrage is what makes our government?s lack of transparency so insidious. Even though the government has admitted that it has violated the Fourth Amendment at least once in its warrantless wiretapping, the outrage is limited to privacy and civil liberties circles precisely because the secrecy keeps the public from even knowing what these violations actually mean.

    Coach cleared of child porn wants files sealed

    (AP) ? Minnesota State University, Mankato, head football coach Todd Hoffner, who was cleared of child pornography charges last month that stemmed from videos found on his cellphone of his naked children clowning around after a bath, is suing to keep the police investigative reports sealed.

    Hoffner has been taken off administrative leave, but he hasn't been reinstated as head coach and is facing a 20-day, unpaid school suspension in January for unspecified reasons. He sued the state and Blue Earth County earlier this month in an effort to keep the police reports private, after a Twin Cities television station asked to see them. The lawsuit seeks a temporary restraining order that would keep anyone from disseminating the investigative file.

    District Court Judge Krista Jass ruled last week that the reports will remain private until they can be reviewed, the Mankato Free Press reported (http://bit.ly/ZFYA0c ).

    Jass ordered prosecutors to gather all investigative reports and turn them over to Hoffner's attorney, Jim Fleming. He'll be allowed to file a sealed list of information that he believes should be kept from the public. After receiving Fleming's list, Jass will decide what should remain sealed.

    Fleming said in a court affidavit that releasing the information would harm Hoffner.

    "Plaintiff Mr. Hoffner has an ongoing investigation relative to his employment as a head football coach at (MSU)," Fleming's affidavit said. "Release of private non-public data could irreparably harm (Hoffner) with respect to that investigation that a civil lawsuit for damages would not fully compensate."

    Hoffner was charged with child porn possession in August after school officials found videos of his naked children on his work-issued cellphone, which he had turned in to be repaired. Jass dismissed the criminal charges last month after concluding that the short videos of his children acting silly after a bath were not child porn and showed nothing illegal.

    Last week, the university said it had taken Hoffner off of administrative leave but hadn't reinstated him as coach. In a statement, the university didn't give reasons for the decision, citing data privacy laws. But the school did say it was still investigating a complaint against Hoffner. University officials didn't elaborate.

    Connie Howard, an attorney for the union representing Hoffner, told The Associated Press by email last week that Hoffner was being suspended without pay for 20 days starting Jan. 7. She didn't give the reason for the suspension.

    Fleming told the newspaper that he wants the information sealed to protect Hoffner's privacy. Investigators went through computer files and took pictures of items in his house.

    "We're not hiding anything from anybody," Fleming said.

    Just before a migraine, New York Times blogger Siri Hustvedt had an amiable encounter with a tiny pink man and an equally tiny pink ox. The odd pair wandered around her bedroom a bit before vanishing. ?I have often wished they would return,? she writes, ?but they never have.?

    Hustvedt?s story is just one of the case studies that Sacks, a neurologist, recounts in this charmingly bizarre compilation of strange sensory experiences. Hallucinations tend to be viewed as a sign of an unsound mind (SN: 4/7/12, p. 22). Far more often, Sacks contends, the causes are mundane: migraine auras, fevers, injuries, grief, drugs ? prescription and otherwise ? and even falling asleep or waking up. Seeing, hearing, smelling or feeling things that aren?t there, he says, is a normal part of the human condition.

    Sacks uses first person accounts to explore how the brain builds perception from sensory information, and what can happen when that process breaks down. In one tale, an exhausted cyclist mistakes a motor home for a UFO during a long-distance race. In another, a microbiologist infected with the nerve-damaging herpes simplex virus catches the phantom whiff of a fishy odor for an entire year.     Much of the discussion, and the principal source of Mr. Hagel's vulnerability, revolves around remarks he made, some dating back several years, on US policy toward Israel, Iran, and Hamas. Some critics are wondering aloud whether he is sufficiently supportive of Israel, while others are even going so far as to suggest he is anti-Semitic, a charge that Hagel?s defenders, and even some of his detractors, have branded as outrageous.

    At issue in particular is Hagel?s use, in a 2006 interview, of the descriptor ?Jewish lobby? to refer to the pro-Israel lobby in Washington, which includes US Christians, too, and which Hagel accused of ?intimidating a lot of people.?

    These comments, along with Hagel?s support of dialogue with Iran and Hamas, both sworn enemies of Israel, prompted an unnamed Republican Senate aid, quoted in the conservative Weekly Standard, to promise of the potential nominee, ?Send us Hagel and we will make sure every American knows he is an anti-Semite.?

    On Wednesday these charges were met by a published letter from four former US national security advisers, who wrote to ?strongly object, as a matter of substance and as a matter of principle, to the attacks on the character? of Hagel, noting that such treatment will ?only discourage future prospective nominees from public service when our country badly needs quality leadership in government.?

    Those sentiments aside, Hagel?s former colleagues in the Senate are not exactly rushing to his defense. Sen. John McCain of Arizona, who in 2008, as the Republican presidential nominee, said there might be a place for Hagel in his own administration, recently expressed reservations about Hagel?s candidacy for the Defense post, calling his remarks about the Israel lobby ?inappropriate.?

    "There's no such thing as a Jewish lobby," McCain said when asked about Hagel?s comments. "There's an Armenian lobby, there's not a Jewish lobby. There's an Israeli lobby. It's called AIPAC, very influential."

    In Hagel?s defense, meanwhile, some Jewish supporters ?have begun to step forward to call the anti-Semitic label not just unfair, but slanderous.

    ?He?s one of the most experienced and knowledgeable people in American policy today when it comes to national security matters, and I think the president would be very well-served by a veteran with a deep grasp of both the potential and the limitations of military power,? says Jeremy Ben-Ami, President of J Street, a pro-Israel liberal Jewish lobby group.

    ?The notion that Chuck Hagel is anti-Israel is ludicrous. The notion that he is anti-Semitic is slanderous. He may have used one poor choice of words, but that doesn?t make someone subject to these labels,? Mr. Ben-Ami adds.?

    ?He has a several decade career of votes and writings and statements that as a whole demonstrate the commitment that he has to Israel.?

    That commitment is not, Hagel himself has noted, unconditional. "I'm a United States senator. I support Israel,? he said in the 2006 interview. ?But my first interest is I take an oath of office to the Constitution of the United States. Not to a president. Not a party. Not to Israel. If I go run for Senate in Israel, I'll do that." ?

    Looks like "Downton Abbey" may have to hunt down a new heir: A?spokesperson for the hugely popular PBS series has confirmed to Deadline that star Dan Stevens (who plays Matthew Crawley) has not re-signed for the series' fourth season.

    Note: Potential spoilers ahead.

    Season three of the series ended its run in the UK with a Christmas special that aired there Tuesday and, according to Deadline, "explains Matthew's exit." Season three of the series begins airing in the U.S. on Jan. 6, which means that American fans will have to wait some months before learning how he'll depart.

    The exit isn't entirely unexpected; back in October Stevens hedged about whether he'd re-up: "I think we'll have to wait and see really," he told the Wall Street Journal about that fourth season. "You do feel a certain obligation to shows that raise your profile like 'Downton' has. But there are definitely other exciting opportunities out there."

    "Downton's" fourth season is set to begin shooting in winter 2013. Meanwhile, Stevens has already been expanding his resume, appearing on Broadway with Jessica Chastain in "The Heiress," and starring in and executive producing the upcoming independent film "Summer in February."

    Student food banks fight hunger on campus

    COLUMBIA, Mo. (AP) ? University of Missouri junior Simone McGautha works three campus jobs and has accumulated $11,000 in student loans as she seeks to become the first in her family with a college degree. So when McGautha learned about a new campus food pantry for needy students, the 19-year-old was happy to have the help.

    "I use every bit of money I have for basic needs," the Kansas City native said. "I don't have family putting money in my bank account. If somebody wants to help, why not?"

    The student-run Tiger Pantry is among a growing number of programs at university campuses. Organizers say it's both a response to a weak economy and a sign of the latest trend in student activism.

    The pantry, which opened in early October, is within easy walking distance of the University of Missouri's campus in Columbia. It has given free food to nearly 150 people and their families, and an additional 100 people have expressed an interest. Food recipients include nearly three dozen graduate students and a similar number of university employees, as well as a handful of professors.

    Student organizers modeled the program on a similar effort at the University of Arkansas known as the Full Circle Food Pantry. As a sanctioned organization, the Tiger Pantry receives some money from student fees but primarily relies on donated food. Students can drop off donations in large bins around campus, and the local food pantry provided 2,500 pounds of food to help the Tiger Pantry get started.

    The University of Mississippi and Auburn University are also starting campus food pantries, joining schools such as Central Florida, Georgia, Iowa State, Oregon State and West Virginia. The University of California Los Angeles deploys "economic crisis response" teams that assist students struggling to pay bills and rent or who live on the streets.

    Campus organizers estimate at least 20 schools have similar programs, with even more interested in joining the effort.

    At the Tiger Pantry, users are limited to monthly visits, and the amount of their bounty depends on family size. But they don't have to prove that they're struggling financially.

    The Auburn food pantry is part of a broader anti-hunger campaign that includes an international hunger research institute that is a collaboration with the United Nations World Food Programme, an international hunger research institute. A student-driven "War on Hunger" campaign launched in 2004 has spread to more than 200 universities worldwide, the school says.

    "It's a moral imperative of a land-grant institution to improve the quality of life," said Harriett Giles, the hunger institute's managing director. "That's our mission."

    Precise statistics measuring the extent of student and staff hunger are elusive, Giles and other supporters of such efforts acknowledge. Campus administrators also are cautious that the food bank projects embraced by a current crop of do-gooders don't become dormant if the next generation of student leaders fails to share those passions.

    "The university wants us to prove the need of the pantry first," said Missouri's food bank director Paul Haluszczak, a St. Peters junior.

    Peggy Kirkpatrick, executive director of the Food Bank of Central and Northeast Missouri, said more people are using food pantries generally. She said her regional group serves nearly 13,000 people each month, compared with fewer than 8,000 just four years ago ? a 63 percent increase.

    Kilpatrick was among the early skeptics of the student effort, though now she's an ally, with the regional group providing help to the Tiger Pantry

    "I didn't want it to be a novelty, then when these students graduate, who carries it on?" she said. "I was putting up roadblocks, making sure it was legit."

    Kaitlyn Kelly, a senior animal science major from Blue Springs, has used the Tiger Pantry from the start. So does her boyfriend. Kelly has cashed childhood savings bonds and other investments to help pay for college. She also has wheat allergies, making her food choices more difficult and more costly.

    "I can't just go out and buy a box of ramen noodles," she said. "Eating for me is pretty hard, and expensive."

    Kelly said she isn't ashamed or embarrassed about seeking help, but she realizes some of her peers might consider relying on the pantry a stigma. That's why the Tiger Pantry, like its counterparts on other campuses, is located off-the-beaten track and provides its groceries in generic, unlabeled shopping bags.

    "I need help. So I'm not going to refuse it," she said. "There are plenty of students who could use this. This whole program is a godsend."

    BEIJING?(Reuters) - China may require Internet users to register with their real names when signing up to network providers, state media said on Tuesday, extending a policy already in force with microblogs in a bid to curb what officials call rumours and vulgarity.

    A law being discussed this week would mean people would have to present their government-issued identity cards when signing contracts for fixed line and mobile Internet access, state-run newspapers said.?

    "The law should escort the development of the Internet to protect people's interest," Communist Party mouthpiece the People's Daily said in a front page commentary, echoing similar calls carried in state media over the past week.?

    "Only that way can our Internet be healthier, more cultured and safer."?

    Many users say the restrictions are clearly aimed at further muzzling the often scathing, raucous ? and perhaps most significantly, anonymous ? online chatter in a country where the Internet offers a rare opportunity for open debate.?

    It could also prevent people from exposing corruption online if they fear retribution from officials, said some users.

    It was unclear how the rules would be different from existing regulations as state media has provided only vague details and in practice customers have long had to present identity papers when signing contracts with Internet providers.?

    Earlier this year, the government began forcing users of Sina Corp's wildly successful Weibo microblogging platform to register their real names.?

    The government says such a system is needed to prevent people making malicious and anonymous accusations online and that many other countries already have such rules.?

    "It would also be the biggest step backwards since 1989," wrote one indignant Weibo user, in apparent reference to the 1989 pro-democracy protests bloodily suppressed by the army.?

    Chinese Internet users have long had to cope with extensive censorship, especially over politically sensitive topics like human rights, and popular foreign sites Facebook, Twitter and Google-owned YouTube are blocked.?

    Despite periodic calls for political reform, the ruling Communist Party has shown no sign of loosening its grip on power and brooks no dissent to its authority.
